Starting from July 1, 2003, a Federal act of "Compulsory Insurance of Transport Owner Civil Liability" came into force. It means that every transport owner has to insure its liability against damage to life, health or property of the third party during driving.

July 18, 2003, Rosh Group and "Rosgosstrah" Insurance Company signed a contract according to which Rosh Group becomes Rosgosstrah's general agent and establishes network of affiliates on the territory of the Russian Federation for the purpose of promotion of Rosgosstrah's insurance solutions, including compulsory insurance policy of civil liability (CIP CL).

«Rosgosstrah» - largest Russian Insurance Company that exerts significant influence on forming of Russian insurance market. " Rosgosstrah" today represents itself a vertically integrated holding. Holding includes OJSC «Rosgosstrah», 3 large regional and 7 interregional insurance companies. 76 republican, regional and provincial affiliates, more than 2300 insurance agencies and departments work as part of mentioned above companies.

After signing the contract with Rosgosstrah, Rosh Group actively started agent network forming, and by the end of 2003 year provided sales of CIP CL through the agent network, consisting of 35 representatives. Currently, Rosh Group agent network operates in Bryansk, Vladimir, Volgograd, Vologda, Rostov, Ryazan, Saratov, Tambov and Ulianovsk oblasts, in Moscow and Moscow oblast, Republics of Komi, Mordovia, Buryatia, Udmurtia.

It is scheduled to expand in the future Rosh Group's agent network into 1000 representatives, operating in all the subjects of the Russian Federation.
